A. Snider, J.D., C.F.E.- Founding Attorney
Kevin Snider is the founding attorney of Snider & Horner, PLLC and a licensed attorney in the State of Tennessee, a Certified Fraud Examiner, and Board Certified as a Civil Trial Specialist and Civil Pretrial Specialist by the National Board of Trial Advocacy. He concentrates on Consumer Law and Consumer Protection matters but he is also active in many other areas of both civil and criminal litigation. Mr. Snider has completed over 1900 trials and hearings in local, state, and federal courts as well as at administrative hearings which included the precedent setting case of Beverly Miller, et. al. v. United Automax (2005) in which the Tennessee Supreme Court adopted Mr. Snider's argument on remedies available in consumer fraud cases. In addition, he has served as a legal consultant and television commentator for WREG News Channel 3 as well as WMC News Channel 5; he conducts legal seminars and lectures for the Memphis and Shelby County Bar Association, National Business Institute, Tennessee Alliance for Legal Services, West Tennessee Legal Services, Memphis Area Legal Services, SCORE and other local entities; he has testified before the Tennessee House Standing Committee of Consumer and Employee Affairs in regard to new consumer rights legislation; he is the author of Selected Statutes of Tennessee Consumer Law (2003) and A Practical Guide to Identity Theft (2003); he was instrumental in the drafting and subsequent passage of the 2003 amendments to the Tennessee Lemon Law; he has worked as a part-time Public Defender for the City of Germantown; he serves as a Special Judge for the Shelby County General Sessions Civil Court and previously for the Germantown Municipal Court; and he was the featured columnist for the Shelby Sun Times "Ask a Lawyer" newspaper column from 2000-2002 as well as the host of "Legal Ease" a local legal television show from 2000-2008.
Mr. Snider received his B.S. degree in Business Administration from Southern College in Collegedale, Tennessee where he served as an Auxiliary Probation Officer for the Hamilton County Juvenile Court. He then completed the Graduate Summer Scholar Program at George Washington University in Washington, D.C. Later, he received his law degree from the University of Memphis School of Law in Memphis, Tennessee where he was a member of the Moot Court Board and listed in Who's Who Among American Law Students and subsequently received accreditation as a Certified Fraud Examiner from the Association of Certified Fraud Examiners and Board Certification as a Civil Trial Specialist as well as Board Certification as a Civil Pretrial Specialist by the National Board of Trial Advocacy. Mr. Snider has been recognized as an "Advocate" by the Association of Trial Lawyers of America's National College of Advocacy after completing extensive civil trial seminars and courses conducted at Emory University School of Law in Atlanta, Georgia and at Harvard Law School in Cambridge, Massachusetts.
He is admitted to practice before the U.S. Supreme Court, U.S. Court of Federal Claims, U.S. Tax Court, all of the courts in the State of Tennessee, the U.S. District Court and U.S. Bankruptcy Court for the Western District of Tennessee, and the U.S. Court of Appeals for the Sixth Circuit. From 2013 through 2015, Mr. Snider was recognized as one of the top trial attorneys in the United States by being selected for membership into The National Trial Lawyers: Top 100 Trial Lawyers. In 2015, Mr. Snider was selected for inclusion in the American Society of Legal Advocates as one of the Top 100 Litigation Attorneys in Tennessee. In addition, he has been awarded the highest attorney rating achievable ("AV") by the Martindale-Hubbell Legal Directory which has recognized him as a highly respected and ethical member of the Bar and his law firm is an accredited business with the Better Business Bureau achieving the highest rating possible (A+). From 2009 through 2016 (8 years in a row), he was selected for inclusion and listing in the highly esteemed "Mid-South Super Lawyers" magazine as a Super Lawyer and previously in 2009, he was selected for inclusion and listing in the highly esteemed "Mid-South Super Lawyers" magazine as both a Super Lawyer and Rising Star which chooses less than five percent of Tennessee, Arkansas and Mississippi attorneys for listing. In 2006, Mr. Snider was nominated for Trial Lawyer of the Year in TLPJ Foundation's national award for attorneys who have made the most outstanding contribution to public interest through precedent-setting litigation. In addition, he is a member of the Million Dollar Advocates Forum which restricts membership to attorneys who have obtained judgments or settlements in excess of one million dollars and he has served as President of the East Shelby County Bar Association and is a member of the Tennessee Association for Justice, the American Association for Justice, the Memphis Bar Association, the Tennessee Bar Association, and the American Bar Association. Mr. Snider served as the general legal counsel for the Shelby County Republican Party (1999-2003), served as the legal counsel for the Greater Mid-South Area Jaycees (1997-2004), and is a former board member of the Memphis and Shelby County Bar Foundation. In addition, he is an active member of the Association of Certified Fraud Examiners, an active member of the National Association of Consumer Advocates and has given legal opinions on CNN's "Talk Back Live" television show and in local, regional and national newspapers and publications such as AARP magazine and Lawyers USA.
Mr. Snider was previously elected to and served as a City Commissioner for the City of Piperton, Tennessee (2008-2012); was previously appointed to the Financial Advisory, Education, Library, and Youth Commissions for the City of Germantown (1998-2003); previously served on the board of directors of the Germantown Area Chamber of Commerce (1998-2003), Small Business Chamber of Commerce (2004-2005), the University of Memphis School of Law Alumni Association (1998-2004), the University of Memphis Germantown Alumni Association (1997-1999), the University of Memphis Greater Memphis Alumni Club (1999-2000), Germantown Legal Resources, Inc. (1998-2005 where he served as Chairman), Germantown Arts Alliance (2005-2006), and the Better Business Bureau of the Mid-South (2002-2009); and currently serves on the board of directors of Andrew's Enterprises where he serves as Chairman (1995-). He is a member of the Germantown Area Chamber of Commerce and the National Federation of Independent Business. Additionally, he is a former member of the U.S. Junior Chamber of Commerce (1997-2004), Germantown Lions Club (1997-2007), Germantown Kiwanis Club (1998-2007), and is a current member of the United States Tennis Association, United States Golf Association, PGA Tour Partners Club (Charter and Life Member), National Rifle Association, Ducks Unlimited, the University of Memphis Alumni Association (Life Member) and licensed by the FCC as a Technician for ham radio operations. He is also active in the local community with numerous charity events and fundraisers.
In 2002, Mr. Snider's law firm was awarded the prestigious "Small Business of the Year" award by the Germantown Area Chamber of Commerce and was voted "Favorite Law Firm" by the readers of the Germantown News in 1999, 2000, 2002, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016. In 2006, he was awarded the esteemed "Top 40 Under Forty" award in the Memphis Business Journal's annual awards for individuals who have excelled in business and professional areas. In addition, Mr. Snider was appointed to the Business Advisory Council of the National Republican Congressional Committee, selected for listing in "Who's Who in Executives and Professionals", selected for listing in "Outstanding Young Men of America", selected for listing in "Who's Who in Germantown", and is a graduate of the 1998 Class of Leadership Germantown. In 2000, he was awarded and named a "Hometown Hero" by the City of Germantown. In 2012, Mr. Snider was selected for Business Leader's Top 50 Entrepreneur Award.
In his time away from the legal field, Mr. Snider began his career in fire and emergency services in 1990 starting with the Tri-Community Fire Department in Collegedale, Tennessee and later served as a Battalion Chief for the City of Piperton Fire Department in Piperton, Tennessee, Team Leader of its Technical Rescue Team, and a senior member of the City of Piperton Emergency Management Agency. Thereafter, he served as a firefighter and medical responder for five years with the Rossville Fire Department. Currently he serves as Commander of the Fayette County Technical Rescue Team – a special operations rescue squad headquartered in Rossville, Tennessee. Mr. Snider has completed over 3000 hours of specialized training and/or received certifications in firefighting, emergency medical care (National Registry First Responder Level), incident command system and implementation, strategies and tactics for initial company operations, vehicle & machinery extrication (both large and small), response to aircraft & airfield incidents, response to train and locomotive incidents, response to hazardous material incidents, radiological incident response, response to illicit drug labs & cyanide scenes, surface water rescue, flood rescue, swift water rescue, cold water & ice rescue, technical rope rescue & personal rope skills, tower rescue, trench rescue, structural collapse rescue, confined space rescue, urban as well as wilderness search & rescue, natural disaster & mass casualty response, terrorism & weapons of mass destruction response, dive rescue & recovery, large and small animal rescue including membership in the Tennessee Disaster Animal Response Team, severe weather spotting including certification from Skywarn, and many other advanced firefighting and rescue seminars and techniques. In addition, he is a TARS certified instructor in vehicle extrication, EVOC, BBP, and VKF. In 2011, Mr. Snider was awarded the Distinguished Service Award by the Fayette County Technical Rescue Team for his primary role in a successful swiftwater rescue.
Mr. Snider lives in Piperton, Tennessee and enjoys tennis, golf, scuba diving, boating, and spending time with his wife, family, and dogs.
Gail W. Horner - Attorney
Gail Williams Horner is a licensed attorney in Tennessee. Ms. Horner is a Rule 31 Listed General Civil Mediator.
She concentrates her practice in adoption, family and juvenile law, as well as general civil mediation, but also has substantial experience in other areas including probate and consumer matters. Ms. Horner is an experienced litigator in local, state and federal courts, as well as administrative hearings and state appellate matters.
Ms. Horner received her B.S. in Education Cum Laude from Memphis State University in 1976. She earned her law degree at the University of Memphis School of Law in 1996.
Ms. Horner is admitted to practice before all of the courts in the State of Tennessee, the U.S. District Court and U.S. Bankruptcy Court for the Western District of Tennessee, and the U.S. Court of Appeals for the Sixth Circuit. She is a member of the American Bar Association, the Tennessee Bar Association, the Memphis Bar Association, the Association for Women Attorneys and the Tennessee Trial Lawyers Association. She and her husband resided in many areas of the country during her husband’s career as a United States Naval Officer, but returned to their native Tennessee to raise their children. Ms. Horner served many years as a troop leader for the Girl Scouts of America; served in PTA positions for the Shelby County School System, including President of Collierville Elementary PTA, where she was honored with a Tennessee PTA Lifetime Membership; coached various community youth sports programs, and she is active in many other community and volunteer activities. Ms. Horner is a member of the University of Memphis Alumni Association and the University of Memphis Tiger Clubs and Highland Hundred. She is active in the Germantown Chamber of Commerce where her firm was honored as "Small Business of the Year" in 2001.

Joshua B. Bradley - Associate Attorney
Josh Bradley is an associate attorney at Snider & Horner, PLLC, and licensed in the State of Tennessee. His areas of practice include Personal Injury, Breach of Contract, Collections, Real Property Litigation, and General Civil Litigation. He is a member of the Tennessee Bar Association and the Memphis Bar Associatio.
A Memphis native, Josh completed his undergraduate studies at the University of Tennessee in Knoxville, where he graduated from the Haslam College of Business with a B.S.B.A. in Finance and Accounting collateral. He earned his J.D. and M.B.A. from the University of Memphis Cecil C. Humphreys School of Law and Fogelman College of Business in May 2015.
While attending law school, Josh served as President of the Federalist Society, Treasurer of the Student Bar Association, and Treasurer of the Tennessee Defense Lawyers Association. He was a Staff Member of the University of Memphis Law Review and a competing member of the University of Memphis National Trial Team. Josh was awarded the Faculty Emeritus Scholarship and the Law Students for Justice, Pro Bono Service Award, an award given by the Tennessee Supreme Court for dedication to the legal profession and service to the citizens of Tennessee through pro bono service done while in law school. He is a member of Phi Kappa Phi, the nation's oldest, largest, and most selective honor society for all academic disciplines.
Prior to joining the firm, Josh was an associate attorney with Kustoff Law Firm, PLLC, and a law clerk with its predecessor, Kustoff & Strickland, PLLC, prior to the elections of Congressman David Kustoff and Memphis Mayor Jim Strickland.
Julie J. Bethel - Associate Attorney
Julie Bethell is a licensed attorney in Tennessee. Raised in Florence, Alabama, she graduated cum laude from Vanderbilt University in 1986, earning a B.S. in Secondary Education with concentrations in Math and Psychology. While in college, she spent the summer of 1985 studying French at the Université de Nice and traveling in Europe. In 1989, she received her J.D. degree from the University of Alabama School of Law in Tuscaloosa, Alabama, where she was a member of the Law and Psychology Review. She moved to Memphis in 1989 and began practicing law. Through the years, as she raised her family with her husband Clay, Ms. Bethell has alternated her time practicing law, teaching math, tutoring math, volunteering, and enjoying her time as a stay-at-home mom.
Ms. Bethell and her family are members of Calvary Episcopal Church, where she is currently on the Vestry and served as the Vestry's Warden at Large for 2016. In past years, she has taught children's Sunday School classes, served on the Altar Guild, and volunteered her time at Calvary's annual Lenten fundraiser, the Waffle Shop. Ms. Bethell was an active member of the Junior League of Memphis, and she has enjoyed participating in St. Mary's Episcopal School Parents Association, Presbyterian Day School Parents Association, and Memphis University School Parents Association.

Angie Devore - Office Manager
Angie joined the Law Firm of Snider & Horner in September of 2011. Angie had been looking for the "perfect job" and had pretty much given up, then one night Angie's husband received a telephone call from a friend that stated the Law Firm of Snider and Horner had an opening. She went on the interview the next day and loved everyone she met and the Attorneys were willing to work with her on a part-time basis. After a year of working at the Law Firm of Snider & Horner, PLLC Angie loved her job even more and continued to love the work environment so much that she asked to work on a full-time basis. In October, 2012, Angie was starting working full-time for Snider & Horner, PLLC. Angie currently serves as the Office Manager and she still loves her job. She states that it is fun to come to work when you work for great and giving people.
Angie has been married for sixteen years and has one son. She was a "stay at home" mom for nine years. In 2002, Angie and her husband started their own company, DeVore Communications & Cabling, in which she is still serves as co-owner. During her time as a "stay at home" mom Angie says, how blessed she was to be able to stay at home with her son and loved giving her time back to the community.
Angie was a room mother for four years and has been an active member of the Rossville Christian Academy PTO since 2007, also serving as Treasurer 2009-2011, and as President in 2011-2013. In addition, Angie also served on the decorating committee for the Town of Rossville for four years and has been very dedicated in helping with the Rossville Historic Tour.
For ten years, Angie volunteered for the Rossville Volunteer Fire Department and where her husband also held the position of Chief for ten years. Angie is certified by the State of Tennessee in Basic Firefighting and also certified at the Tennessee Fire Fighting Academy in Live Burn. In addition, Angie also held administrative responsibility for the Rossville Volunteer Fire Department.
Currently Angie serves as an auxiliary member on the Fayette County Technical Rescue Team. Her spare time is spent with her husband, son, and her dog and never misses any of her son's sporting games. She resides with her family outside of Rossville, Tennessee.
